Salem High School Receives Chapter 74 Funding for Carpentry, Programming & Web Development

Chapter 74 approval provides additional funding, seats for popular programs
SALEM (Dec. 17, 2024) – The Salem High School Career Technical Education program has long offered coursework in both carpentry and programming and web development.
Both areas of study are very popular and have reached classroom capacity three straight years.
Following an announcement by the Governor Maura Healey-Lieutenant Governor Kim Driscoll administration in early December, each program will receive more funding and additional seats.
In early December, the Healey-Driscoll Administration announced 18 new state-approved CTE Chapter 74-backed programs in 12 high schools – including SHS – as part of the Administration’s ‘Reimagining High School’ initiative.
“The addition of these Chapter 74-approved programs underscores Salem High School’s commitment to providing equitable, career-ready education for all students,” said Mario Sousa, CTE Director and Co-op Coordinator at SHS. “By expanding access to vocational and technical training, we empower our students to explore their interests, develop in-demand skills, and achieve their professional goals.”
Carpentry and Programming and Web Development mark the seventh and eighth programs at SHS to earn Chapter 74 approval, a distinction granted by the Massachusetts Department of Elementary and Secondary Education (DESE) to vocational and CTE programs that meet high standards in curriculum, safety, and access.
With additional funding and seats, Chapter 74 distinction offers many benefits to SHS students:
- Students receive hands-on, project-based learning experiences emblematic of real-world scenarios.
- Carpentry scholars will gain expertise in construction, blueprint reading and sustainable building practices.
- Programming and Web Development students will master coding, web design and software development using cutting edge technology.
- Students can graduate with state-recognized certifications that align with industry needs resulting in a competitive edge in the workforce.
“Students completing these programs are positioned for seamless transitions into college programs, apprenticeships, or entry-level positions in their respective fields,” said Mr. Sousa.
“Carpentry students can enter union apprenticeships with advanced standing, while Programming & Web Development students can pursue careers in the ever-growing tech industry.”
The Chapter 74 distinction is consistent with the 2023-26 District Strategic Plan’s core principles, particularly that of elevating learning and empowering educators. Increased funding for each program will result in enhanced learning and teaching opportunities.
“This achievement is a testament to the hard work of our CTE staff, the collaboration with industry partners, and the unwavering support from our community,” Mr. Sousa said. “Salem High School continues to set the standard for innovative and impactful education, preparing students for a bright and successful future.”
Currently, the SHS CTE program offers Chapter 74-supported tracks in:
- Automotive and Marine Technology
- Building and Property Maintenance
- Carpentry
- Culinary Arts
- Early Education and Care
- Electrical
- Medical Assisting
- Program and Web Development
SHS also offers curriculum in Graphic Design and Technical Theater.

- Salem High School: Carpentry and Programming & Web Development
- Whittier Regional Technical High School: Construction Craft Laborer
- Doherty Memorial High School: Marketing
- Springfield High School of Science and Technology: Business Technology, Early Education and Care, and Medical Assisting
- Roger L. Putnam Vocational-Technical Academy: Radio and Television Broadcasting
- Waltham High School: Cosmetology, Environmental Science and Technology, Heating Ventilation Air Conditioning Refrigeration, and Programming and Web Development
